Multitude Insights – BLTN App (USA)
A specialized software (web and mobile application) for the police, similar to Instagram, with added permissions between officers or regular personnel. It supports the existence of groups and group chats, as well as direct chats between two individuals. Each post or action added includes all necessary information such as photos or files, with the ability to share them between departments.

The Challenge
US law enforcement departments were relying on consumer social media — Facebook groups, email chains, and radio — to share intelligence, coordinate teams, and distribute bulletins across departments. These tools were not built for law enforcement: no permission hierarchies, no secure file sharing, no structured incident reporting.
The Solution
We built BLTN — a purpose-built social platform for law enforcement. Think Instagram for police departments: officers can post updates, share photos and files, join department groups, and message colleagues directly. A strict role-based permission system ensures officers only see what their clearance level allows.
- Post feed for sharing incidents, bulletins, and field updates
- Group chats and department-wide broadcast channels
- Direct messaging between individual officers
- Secure file and photo sharing with access control
- Role-based permissions (officer, supervisor, admin, public liaison)
- iOS mobile app and web platform for desktop operations
Technologies Used
The Results
BLTN gave our department a secure, structured way to share information across teams. What used to happen over email and radio now happens in real time with full context attached.
